In all instances issues should be raised with individual housing offices at the university or college. You can use the search within this site to check whether your building is covered. If it is listed you will find a URL to the university's web page where you'll be able to search for the contact details for local accommodation offices.
In the event that an issue cannot be resolved locally with the accommodation staff, you should use the individual university or college formal complaints procedure.
